I believe you have missed a couple of thoughts in your consideration here.
Firstly, many of the Amarr who choose to reside in Republic space do so because they oppose slavery, and have cut all ties with the Amarr Empire. They work in the Minmatar Republic, for the Minmatar Republic. The issue is not one of race - an Amarr is no more born a slaver than a furrier is born to dance. It's something they're taught, something they're indoctrinated with, not a question of blood.
Secondly, killing the Amarr resident in the Republic will not free any slaves at all. Transporting slaves is illegal and severely penalised for all save those known for their loyalty and their involvement in the liberation of slaves. So it's very unlikely that the people you speak of targetting own any slaves at all, especially if they have lived here a while. While the SCC has made it possible to trade in slaves within the Republic, they have not made it legal, and any slaves found in a ship or hanger sweep are confiscated and set free.
You can point, if you wish, to rumours of secret, backdoor deals and suchlike, but in doing so, you ignore the evidence - capsuleers sent out daily to intercept and destroy slaver convoys, or groups of Amarr and Ammatar ships engaged in illegal actions. Or the Republic's ongoing research into finding a cure for the Vitoc toxin.

This research is funded through trade, and trade requires open borders, not a police state intent on eradicating anyone of a different nation.
The Maru took the path you speak of, Gwenelle, and they achieved nothing but the butchery of our own citizens, and wound up as no more than puppets of the Angels, thinking nothing of the Matari, doing nothing for the Matari, just lost in their own blood lust.
Randomly slaughtering Amarr of neutral affiliation to the Empire will lead to nothing but provocation of a war the Republic's forces are insufficient, at present, to defend against. You forgot a group of people who are very important.
